should fisherman need to take a test before fishing to protect wildlife?
No. I do a lot of work with disabled kids and adults introducing them to camping and fishing and if they had to take a test they would not pass. That would be a shame to keep them from enjoying the outdoors. I do agree that there are many who abuse resources and dont follow regulations when hunting or fishing but a test won't stop them.
